Vermont Sports Betting Law and Timeline
- June 14, 2023: Governor Phil Scott signed H.127 (Act 63), which legalized mobile sports wagering run through the Department of Liquor and Lottery. The same law made it a crime for an unpermitted company to accept sports bets. Vermont Legislature bill page, 31 V.S.A. § 1325
- December 13, 2023: The state picked DraftKings, FanDuel and Fanatics as its first mobile sportsbook operators. iGaming Business report
- January 11, 2024: Mobile sports betting launched statewide, overseen by the Vermont Department of Liquor and Lottery.
Offshore and unlicensed betting
Vermont law makes unlicensed sports betting operations a crime. Under 31 V.S.A. § 1325, a company that is not permitted under the state's sports wagering law and still "operates, conducts, or exposes sports wagering for play or accepts a bet" can be fined up to $50,000 or face six months in prison for a first offense, rising to $300,000 or two years for later offenses. The sports wagering law does not mention advertising by unlicensed sites, and we found no enforcement action by Vermont against a named offshore sportsbook.
The sports wagering law has no penalty aimed at bettors who use unlicensed or offshore sites. Vermont's older general gambling law, 13 V.S.A. § 2141, fines a person who wins or loses money by betting on a game between $10 and $200. It does not mention online or offshore betting.
