Prediction Markets in Louisiana
Status: available, opposed by the state. Last verified October 2, 2026.
Prediction markets such as Kalshi and Polymarket US are regulated federally by the Commodity Futures Trading Commission. Louisiana's regulator says sports event contracts are sports wagering under state law. On December 5, 2025, the Gaming Control Board warned licensed sportsbooks that offering or facilitating them could affect their licences. Board announcement
Louisiana has not sued Kalshi or sent it a cease-and-desist order that we could find, and the apps remain available in the state. Louisiana is in the Fifth Circuit, which has not ruled on the question. The Sixth and Ninth Circuits have ruled for states, while the Third Circuit sided with Kalshi in New Jersey, so the Supreme Court may settle it.
Prediction markets matter for matched betting because they do not limit winning traders. Check each app for current availability in Louisiana before you deposit.

Online Casinos in Louisiana
Online casinos are not legal in Louisiana. Casino games are offered in person at the state's riverboat, land-based, racetrack and tribal casinos.
Sweepstakes casinos are now targeted by Louisiana law. Act 182 of 2026 (House Bill 883), in effect since August 1, 2026, adds dual-currency games that simulate gambling to the crime of gambling by computer, and lets the Attorney General or the Gaming Control Board send cease-and-desist notices. HB 883 legislative record. Sweepstakes sites are not licensed by the state, so they offer fewer customer protections. The Sweepstakes Casino Overview explains how they work.

Offshore and unlicensed betting
Louisiana law names online gambling directly. Gambling by computer, meaning conducting a gambling business that people access over the internet, is a crime under La. R.S. 14:90.3. Operators face fines up to $100,000, up to five years in prison, or both. Anyone who knowingly supports or facilitates an illegal site, including payment processors, promoters, endorsers and media affiliates, faces up to $20,000 and five years. Each wager counts as a separate violation. Licensed Louisiana sportsbooks are exempt. These penalties were raised by Act 182 of 2026, effective August 1, 2026.
The same statute also covers bettors. It defines a "client" as anyone physically in Louisiana who uses a computer to make gambling by computer wagers, and sets a penalty of up to $500, up to six months in jail, or both. The Gaming Control Board enforces against offshore books: it ordered Bovada out of the state in 2024 and lists the operators it has sent cease-and-desist letters on its illegal operators page.
